Colombia Strengthens its Global Aviation Leadership with ICAO Council Election and 42nd Assembly Insights

Colombia has been elected as a Group II member of the ICAO Council for the 2025–2028 term, reaffirming its leadership and commitment to the development of global aviation. At the same time, during the 42nd Assembly of the International Civil Aviation Organization (ICAO), member states outlined a long- term vision for the transformation of aviation towards 2050.

Recently, Colombia and eleven other countries were elected to Group II of the ICAO Council, which includes states that make significant contributions to the provision of facilities and services for international civil air navigation.

This election grants Colombia a decisive voice and vote in shaping international civil aviation policies in key areas of the international civil aeronautics industry. As a member of the ICAO Council, Colombia will play a leading role in formulating the international standards that govern global civil aviation.

The 42nd ICAO Assembly, held in Montreal from September 23 to October 3, 2025, also marked a milestone for the industry by establishing three strategic pillars: achieving net-zero carbon emissions, ensuring universal access, and advancing toward zero fatalities.

These developments have significant implications for the global and regional aviation investment landscape. On one hand, Colombia’s election reaffirms its strategic leadership and influence in international civil aviation. On the other hand, the 42nd ICAO Assembly establishes the guiding principles that will drive growth, innovation, and sustainability in the industry over the coming decades.
